Why Does My Audio Sound Quiet No Matter How High You Turn It Up?

Two audio files can technically hit the exact same maximum volume and still sound completely different in loudness when you actually listen to them. This isn't a bug in your player, and turning the volume knob up doesn't fix it, because the problem isn't about volume at all. It's about the difference between a file's peak and how loud it sounds.

Peak is not the same thing as loudness

The peak of an audio file is just its single loudest moment, the tallest spike in the waveform, measured as a technical value. A recording of quiet, sparse acoustic guitar with one sharp pluck might have a peak that hits the maximum, while the rest of the track sits far quieter. A dense, compressed pop track might have the same technical peak, but because it's consistently loud throughout rather than mostly quiet with one spike, it sounds dramatically louder overall.

Human hearing responds to sustained average loudness over time, not to a single isolated peak. This is exactly why "peak normalization", raising a file until its loudest single sample hits the maximum, can leave two files at the same technical peak sounding wildly different in practice. It answers "did this file use the full available range," not "how loud does this actually sound."

What LUFS actually measures

The fix is a measurement called LUFS (Loudness Units Full Scale), based on a broadcast standard that applies psychoacoustic weighting. It accounts for the fact that human hearing is more sensitive to some frequencies than others, and it measures average loudness across the entire file rather than a single moment. Every major streaming platform (Spotify, YouTube, Apple Music) targets a specific LUFS value for playback, which is exactly why a quiet acoustic song and a loud, heavily processed pop track end up sounding roughly equally loud on the same playlist. The platform is normalizing to a consistent perceived loudness, not a consistent peak.

What "normalize volume" actually does, then

A volume normalization tool measures a file's actual perceived loudness (not just its peak) and applies a single, uniform gain adjustment across the whole file to bring it to a target level. It's not compression in the audio-production sense. It doesn't change the relationship between the quiet and loud parts of the recording, it just shifts the whole thing up or down as one block until the overall perceived loudness lands where you want it.

This is why normalizing a file that already sounds appropriately loud, and re-normalizing it again later, doesn't meaningfully change anything, and running it repeatedly on the same file can very slightly alter the tonal balance for no benefit. Normalize once.

If the actual problem is that one section of a longer recording is quiet relative to the rest of the same file (rather than the whole file being quiet relative to other files), normalization won't fix that. That's a job for actual audio editing software, not a volume adjustment across the whole file.
